The Handloom Export Promotion Council was created by the Ministry of Textiles, Government of India, in order to encourage the export of Indian handloom items such as textiles, home furnishings, carpets, and floor coverings to foreign markets (HEPC).
The primary goal of the handloom export promotion council is to give all necessary assistance and counselling to Indian handloom fabric exporters and overseas customers to promote international commerce and the marketing of their products.
International trade fairs, exhibitions, and other trade promotional activities are part of the Council's mission to help the Indian handloom sector grow its products. The Council has its headquarters in Chennai and works to promote the growth of the Indian handloom sector and its products worldwide.
The Council's Export Promotion Activities are described below.
The Indian Handloom Export Promotion Council is doing market research in several overseas countries to promote the export of Indian handloom goods.
In addition, trade missions are being sent by the Council to international nations.
HEPC promotes the benefits of trade and commerce with India in handloom textiles in other nations via public relations campaigns.
With debates, publications, lectures, letters, and other means, the Handloom Export Promotion Council is spreading knowledge about Indian handloom textiles to producers and dealers across the world.
The Council gives feedback to the Government, public entities, and local authorities on issues about policy and legislation.
The HEPC designated deputies to supervise the survey of Indian handloom textiles shipped by the United States and Canada.
Several trade shows, exhibits, and buyer-seller meetings are organised by the HEPC throughout India and overseas.
Advantages of HEPC Membership
1. Marketing Assistance under the MAI programme and the NHDP programme
In addition to participating in international trade fairs, the HEPC member may also engage in reverse Buyer Seller Meets in India and trade missions.
It will provide financial assistance for fair participation and travel grants under several initiatives run by the Ministry of Textiles and Commerce and Industry.
A series of special international events for India Handloom Brand (IHB) holders are being organised by the Council.
Manufacturers and exporters are being brought together by the Council.
2. Trims and decorations are eligible for duty-free importation
Tariff-free importation of selected trimmings and decorations at a rate of 5 per cent of the FOB (Free On Board) value of handloom made-ups and handloom garments that were exported and realised during the previous fiscal year
3. Indian Merchandise Export Policy (MEIS)
Exports of handloom textiles with ITC HS codes that have been approved are eligible for a duty credit scrip of 7 per cent of the value of the export. Handloom items exported by courier or international post office via the use of an e-commerce platform are eligible for a reward under the MEIS.

Attested photocopy of the Director-General of Foreign Trade's
Import-Export Certificate Attested photocopy of a PAN card
A photocopy of the whole Partnership Agreement is required for a Partnership company. Deed
A self-attested copy of the Articles of Association or Bye-Laws.
In the case of a joint-stock company or society or another corporate body, a board of directors' resolution on the firm's letterhead is required.
Documentation certifying that a manufacturer of handloom goods and made-ups, either from the State in charge of Handloom or the SSI authority, is required for Manufacturer Exporter.
